What behaviors belong to 'stealing water'? Is stealing water illegal?

In the surrounding areas of cities, some water thieves steal water by illegally connecting to municipal pipelines, damaging water meters, tampering with pointers, inverting water meters, and even "cloning" water meters. These are not only serious behaviors that affect the public water environment, but also serious illegal activities; At the same time, the act of stealing water also causes considerable instability and insecurity to the water use of the water thief himself, and the water quality and pressure of the water used by the water thief cannot be guaranteed. So what behaviors are defined as stealing urban public water supply? 

Embezzlement of urban public water supply: refers to the act of using illegal means to steal urban public water supply for the purpose of illegal possession. Typical "water theft" behaviors include:
1. Unauthorized theft of water from public water supply pipelines and ancillary facilities;
2. Stealing water from the settlement water metering device of public water supply enterprises in Vietnam;
3. Unauthorized use of fire hydrants and non fire prevention devices to steal water without a fire alarm;
4. Unauthorized connection of self built water supply pipeline systems with public water supply pipeline systems to steal water;
5. Unauthorized dismantling (or forging) of water meter seals, unauthorized opening, modification, inversion, and movement of water meters to steal water;
6. Unauthorized damage to the lead seal on the settlement water meter device of the water supply enterprise, as well as modification or forgery of measurement data for water theft;
7. Unauthorized dismantling, modification, replacement, destruction, installation of cheating devices, and the use of settlement water measuring devices that have not been verified by legal metrological verification institutions and do not comply with national regulations for water theft, etc.

According to Article 264 of the Criminal Law of China, theft refers to the act of secretly stealing a large amount or multiple times of public or private property for the purpose of illegal possession, such as entering a house for theft, carrying weapons for theft, or picking up public or private property. Therefore, 'stealing water' has already violated relevant regulations, and it is recommended that everyone not violate relevant regulations for the sake of petty gains.

At the same time, in terms of water supply measurement, relevant water supply management departments also need to innovate and use more scientific intelligent water meters. For example, ultrasonic water meters have a higher R ratio and lower starting flow rate, which can achieve "drip measurement" and avoid the phenomenon of "drip" not being measured. Of course, using smart water meters still cannot eliminate the phenomenon of "water theft", but at least it can regulate some water users from tampering with the water meter.
